I just bought a new iPhone and installed the Nest App but I don't see my doorbell camera after signing in. Do I have to add it and rescan?

Just to be clear you are using the previous generation Nest HELLO door bell. If so it should work with the NEST App. But if you are on the newer Nest Doorbell (Battery) then it will only work with the GOOGLE HOME app.
Assuming you are on the HELLO doorbell then most likely you are logging in to the NEST app with the wrong (or different) gmail account.

I'm using the wired doorbell. It previously worked using the application on my old phone. It still works using several of the Nest hubs in the house. My issue is that when I downloaded the nest home app and logged in (yes, it's the correct account) the doorbell doesn't show up as a device. I'm wondering if I have to rescan the doorbell in order for it to show up on this new phone.

In your newly installed Google Nest app, is it showing the same "home" (structure) that you used in the Google Nest app on your old phone? You should not have to rescan your Google Nest Hello Doorbell for it to show up on your new phone.
