The maximum recording time for an event is just that; a "MAXIMUM" time. It's not a MINIMUM recording time; Google Nest does not provide that as an option. If your Google Nest Camera (Battery) is NOT plugged in, then it only records detected events, and only for as long as the event is detected, up to the specified maximum time.
We have a Google Nest Camera (Battery) plugged in with the optional power cable and it records 24/7 with our Nest Aware Plus subscription.

What the OP is saying is his videos stop before the event is over meaning the event was still occuring. Your advice doesn't solve any of these issues. It shouldn't cut off before an event is done or not detect them at all. My wife has driven right in front of the camera and our Nest hello will record it but this camera doesn't even recognize it. I'm on solar with plenty of power and the wifi signal is strong where it's at. It shouldn't need to be hardwired to record a full event or any event period.

Correct....that is what I am saying. A car pulls in, driver puts it into park and the recording cuts off so I never see who is getting out or why they are at the house. This is not after the maximum 3 minutes ....it cuts off as soon as movement stops.

I didn't intend to give advice, but merely to describe our experience and that of many posts in this forum.
When our Google Nest Camera (Battery) is plugged in (as it always is), it functions as well as our older Google Nest customers, detects events, and records 24/7. But if I unplug it and walk in front of our camera, it does not detect that as either a Motion event or a People event. So our experience (and, it seems, that of many posting in this forum) is that when the battery camera is not plugged in, it does a poor job of waking up from its "Idle" state in order to detect and record an event.
Given all that, I would not be at all surprised if, when on battery power, the camera is quick to decide that an event is over and quit recording.
By the way, if you're running on solar power, your camera is running off of the battery: "If you’ve connected your Nest Cam (battery) to the Wasserstein Solar Panel, the panel doesn’t directly power the camera. Instead, the battery is trickle charged by the panel, and the camera runs off the battery charge." (https://support.google.com/googlenest/answer/11830989?hl=en)
We bought our Google Nest Camera (Battery) in Sept. 2021; we got it only because the week before Google Nest quit selling the Google Nest Outdoor Camera. Judging from all the posts I've seen since, I'm glad we bought the optional power cable at the same time.

Having the exact same issue. Hoping this is a software issue that can be fixed and not a hardware. But there are complaints from 2021 about this same issue. So I'm not holding my breath. This is by far the worst google product I've ever purchased. What good is it for security if it doesn't record, starts recording after the object is almost out of the frame, or just stops before the motion is complete.
