I bought an outdoor camera to mount above my garage about a year ago. It has worked perfectly since setting it up but in the last few weeks, I have become almost unable to view the live feed on my phone. When I click the button to watch the live feed, a snapshot of the video will pop up, then the loading screen appears for 5-10 seconds, then another snapshot of the live screen, then back to the loading screen, etc. The recorded videos look fine but, I can’t watch it live. How can I fix this?

Have there been any changes at all in your Wi-Fi network in the last few weeks?

We've had a battery camera for over 3 years, plugged in with the optional power cable, and it's always "Live". It used to be that the battery camera, when on battery power, would come up in "Idle" mode in the Google Home app. About a year ago they made a change so that, when you visit the camera in the Google Home app, it is supposed to switch to "Live" mode automatically.
You could try contacting Support; maybe something is wrong with your camera:
1. Go to https://support.google.com/googlenest/gethelp.
2. Select a category/product family, and type in a brief description of the issue, then click "Next".
3. Click "Other", then click "Next step".
4. Under "Resources", just click "Next step". (Clicking one of the listed links will bring up a Help page.)
5. Under "Contact options", choose to get a phone call or chat with the team, depending on availability in your country.
