That can happen if you are using the wrong app for the install.
Your post says "Nest app (Android)" and "Nest Cam Outdoor", but Google Nest quit selling its Google Nest Outdoor Camera (which gets installed in the Google Nest app) in Sept. 2021. The newer, 2nd gen Google Nest Battery Camera (which we bought in Sept. 2021) gets installed in the Google Home app.
