Renting my home with google nest cameras, a thermostat and doorbell.

I have read I can transfer the cameras, doorbell and thermostat to the new tenant.  I am ok with this.  I am concerned though about when a tenant leaves and does not transfer back everything to my account before the next tenant moves in.  What would I do in this case?

I would hold the security deposit until the previous tenants have relinquished rights to the cameras back to you. I would communicate this to them in advance, so they are not surprised.
