I have account and would like to move the cameras to wife's account. is this possible, will they carry over remaining account balance.

You could try contacting Support (below), but I think the only way to transfer Google Nest devices to another account is to remove them from the Google Nest app or Google Home app (as appropriate) and factory reset them, and then your wife would need to reinstall them. And I don't think there is any way to transfer a Nest Aware subscription to another account.
1. Go to https://support.google.com/googlenest/gethelp.
2. Select a category/product family, and type in a brief description of the issue, then click "Next".
3. Click "Other", then click "Next step".
4. Under "Resources", just click "Next step". (Clicking one of the listed links will bring up a Help page.)
5. Under "Contact options", choose to get a phone call or chat with the team, depending on availability in your country.
