Is it possible to cast Google TV to Cromecast from a cellular iPad over bluetooth without WiFi in an RV?

No, for casting it needs to be on a wifi network.  Beat bet would be a mobile router with it's own mobile network, then you could cast, but you would need to get a SIM from your provider for that.

There are two other options instead of using a Chromecast device.

Some Miracast devices will work without a network.  But, check carefully because some of them DO require a network and their app support is much less than Chromecast.

Or, see if you can order an HDMI cable that connects to your iPad.  Then, just connect it directly to the TV.
