Chromecast help, first time user. Sorry for bad english

Hi, I got a Google chromecast 2 Gen. I connected it to the hdmi. I plugged it to the electricity. I see an add from any cast, but I do not see the Hotspot wifi that the Chromecast is supposed to have. Also, if it has a light on the side it doesn't turn on. I tried to check on my phone to see if there is a, wifi spot from the device but it's not appearing at all. If I see the add saying to connect to any cast the device is on, but why no wifi spot? What I'm doing wrong?

Second question, this device mirrors the phone to the TV. Does it do something else? Like, I can see channels, movies from apks in the device, or it is just a transmitter from phone to TV?

Thanks for posting and for being a step ahead of us. We’re sorry for the trouble, and this is not the experience that we wanted you to have. The fact that the LED doesn’t light up means something is already wrong with it. If this is newly purchased, I suggest you take it back to the seller. This is a Chromecast 2nd Gen, which means it is already phased out of the Google Store, and you must’ve purchased it somewhere else. Have it replaced from there, and if possible, test it directly from their physical store to ensure that it’s not broken.
