Chromecast with Google TV update error, then RMA email link error - PBIS

Ordered 3 Chromecast with Google TV (Netflix bundle). After setting up all 3, 2 of them worked fine out of the box, 1 of them kept failing to update to the latest version.

 
Contacted google support, and was told that the device would need to be replaced. Received an RMA link that had error code PBIS.
 
Contacted support again, and was waiting for 2 weeks for the PBIS error code to be resolved.
 
Received communication today that the product specialists had fixed the error, and a new RMA link was generated. The new link has the same error code PBIS. Contacted support again, and was told to wait 24-48hrs again for a follow up.
 
Just want to get the device replaced, and seeing a lot of community posts regarding the PBIS error. Reaching out to the forums for help. I am trying to open the RMA link in the same country that the device was ordered (it looked like people had some success with this error if they used a VPN)
