I want to ask when Chromecast with Google TV is connected with a VPN app like Nord, can I access the websites outside USA OR I have to Install the VPN Application on my router?

Google does not support the use of VPNs with Chromecast devices.

Sometimes they work and sometimes they don't work and sometimes the work for a while and then stop working.

We can't help you with VPNs here.
