A 60 W power supply should be good, but, first, check if your USB-C Hub and the USB-C cable are able to handle 60 W of power.
The Xbox one controller can be contacted to Google Chromecast with Google TV via Bluetooth.
Go to Settings > Remotes & Accessories > Pair remote or accessory
Enable pairing mode on your Xbox bluetooth controller.
You should be able to connect the controller through USB port also. First, power off the USB-C Hub, connect the controller to the USB-C hub port, then power on.

Based on how many peripherals accessories you want to connect to Google Chromecast with Google TV, you want an USB-C powered hub with a power delivery capability of at least 45W and a power reserve of about 25 % more than you need.
Also, the hub must have at least one USB 3.0 port in order to use an external storage device.
Can you provide more details about your Xbox controller model and how do you intend to connect it (USB or Bluetooth)?
