To confirm, what type of Chromecast device do you have? Is this only happening when using the Hulu and Netflix app or across all apps? When did the issue start? Please reinstall the affected apps and reboot your Chromecast. Plugging in your Chromecast into a different HDMI port on your TV and rebooting the Wi-Fi router might also help.
