As per post from the Apple Community forum and recommended answer by Apple, this is a hint that you have a billing issue with your account and that can disallow you to download any apps, even free ones. You can see this information here.
However, to isolate the issue, you may try to use a different mobile phone. Checking this with Apple Care to get additional information might also help.
