Automation after power restoref

I have a few outdoor motion sensor lights. We're in a rural location and have about 15 power failures a year. Often when power is restored there is a brief flicker that my lights interpret as the switch being turned off and back on quickly which turns them on with the motion sensor disabled. I've replaced the light switches with smart ones and would like a routine to run a few minutes after power is restored that turns the light off for 10 seconds and back on, which will re-enable the motion sensor mode.

How to I trigger a routine to run when power is restored?
