Can I get my best camera batter to announce it’s recording someone

My neighbors ring camera will announce when it’s recording someone. Can I do the same with my nest camera battery?  

I’ve tried doing an automation that detects motion and make an announcement with the text of what I want to say. So far it only announces on my nest speakers. Not through the speakers that are in the camera.
