Face detection disabled

I am new to the Google home platform and was attempting to enable face detection for the neat doorbell, only to be informed that it is not available in my area. 

what I belive is happening is that with my satellite internet my ip address typically comes up as Chicago while I actually live in Michigan. 

is there a way to override this disablement?  Shouldn’t it actually use the address on my account, or even the 911 address?

It could be that Illinois' Biometric Information Privacy Act prevents the use of facial recognition software if the IP address is located in Illinois, since it covers the collection, storage, and transmission of such data:

That is my theory as well doesn’t change the my actual address. Thanks for the reply and the link. It is at least interesting reading how Illinois laws affect Michigan residents.
