I have a persistent issue on my Google smart devices. When I ask them a command, my phone responds instead. Since my Google Pixel phone is usually with me, this has rendered most of my smart speakers useless. I saw a few other people post similar issues here, and a Google Bot gave them the run around before shutting down the chain. What is Google hiding???? Will Google hide this post as well because I dare challenge what a terrible customer service platform they've become? I say this as someone that went ALL IN on a Google home network.

Customer service and communication is not Google's strong point, and neither is their openness anymore.
That being said...make sure that your phone is on the same local home network as your speakers. Google does some kind of unclear broadcast method to determine the closest device, but if the devices cannot talk to each other, then they do not know which device to use to respond or if another device is responding. If your speakers are on a guest network and your phone on an internal network then they may not be able to "see" each other.

If you say "Hey Google" near two or more devices, such as your Google Nest or home device and your Pixel Tablet or phone, multiple devices might turn on. Only one of the devices should respond.
