I think this might be deliberate on Google Nest's part. The Google Nest Help topic below says: "If you’re near your Google Home device and phone, only Google Home should respond to Hey Google.' Both devices may wake up, but your phone should go back to sleep."

My guess is that if you're on your home Wi-Fi, your Google Home devices are always going to answer even if they do not hear the "Hey Google" question.
The Nov. 2021 thread below on another forum reports the same thing you're reporting, with one user concluding: "apparently the system is designed to prioritize a Google Home device OVER your phone."
