HVAC runs constantly

The HVAC runs too long. New to nest in a new(open about a year) apartment building  with nests in every apartment. When I set a new temperature, the display tells me how long it will take to reach that temp. In the most recent attempt to lower the temp ONE DEGREE (from 73° to 72°), the display says "IN 2+ HR". That's just crazy. I can't afford to pay a utility bill when the unit is constantly running. Any suggestions?

And, by the way, the first thing I did was have the thermostat replaced, which they did. But the replacement behaves just like the original. I can't find a model # or serial # to guide you.
