How do I disable presence sensing?

We have two Pixel 8 Pros. We have the Nest thermostat that came out just before this newest one they just announced. I tried enabling presence sensing to put the thermostat into eco mode when we leave. Well, it does it when just one phone leaves the house so whoever is still home has to deal with adjusting the thermostat every time the location updates on the phone that's away. I have gone into the settings on Google Home on both phones and disabled presence sensing completely. It is still doing it. When my roommate leaves for work in the morning, I am still home. About an hour after she leaves, the thermostat goes into eco mode. Is there some other setting I am missing? I hate that it never worked right to begin with. That's a problem all on its own. But now I just want to turn it off and we will just try to remember to adjust the temperature manually when we are both away. The setting I changed was to go to devices, tap the thermostat to go to it, tap the gear in the top right, tap presence sensing, and I toggled off the option that says, "Allow this home to use phone locations". That is off. And I did this on both phones. Is there something else I need to do?

Correction. "allow this home to use phone locations" is a universal setting that updates regardless which phone you toggle it with. It is set to on because I need the speakers and other devices to have presence info.

The setting I changed on both phones is right below that and has a list of devices like the thermostat, our speakers, the nest screens, ect. I turned off the switch next to the thermostat. It doesn't say what that switch actually does. I assume it's a per-device location access permission. But the thermostat is toggled off. It shouldn't have location info for the phones at all. But it's still changing to eco mode when just one phone leaves the house. See attached.
