Nest camera battery NOT connecting

Purchased the 2-pack | Outdoor or Indoor | Battery Nest cameras. Went to Google Home as instructed. Followed the steps as instructed. Cannot connect.  I have tried plugging it in next to my wireless router. I have tried placing closer, a bit further away, in the next room, nothing...I have reset the camera, turned my phone off and back on, turned off my data, turned off/on bluetooth, and I always get the same message: "Try moving closer to you Nest Cam (battery)" "Make sure your Nest Cam (battery) is on and connected to the same Wi-Fi network as your phone."  SERIOUSLY?!? Any closer and my phone would be sitting on top of the camera.  I have set up devices before and NEVER had this issue. I am getting ready to return/get rid of all of my Google Home/Nest devices and buying from a different company.

Hi there. I’m having trouble connecting my nest camera to google home. I’m curious why you shut off data on your phone?
