I'm looking to install a Nest smoke detector for someone with some hearing impairments. Is it easy/possible to control a smart lightbulb via the smoke detector or Home Automation when the smoke detector goes off? I'm not referring to the light on the smoke detector itself, but rather a separate light that could flash and alert the person to a potential problem.

Absolutely. This is actually one of the example automations that is possible with the new script editor. See the "Flash lights when smoke alarm is active" example.
