Quick questions: do you have a Chromecast device? If yes, what type of Chromecast do you have? Please be advised that you will not be able to watch videos from any Chromecast-enabled apps if there's no internet network. You can check this support website article to learn more. 

On the other hand, if you only have an Android TV box, please reach out to your device manufacturer for further help.
