device.command.ColorAbsolute stopped turning on matter bulbs

Anyone else having issues with device.command.ColorAbsolute not turning on bulbs recently? I have had automations that have been running as scheduled for many months. Just recently they have stopped performing as expected. After digging into it, I noticed that device.command.ColorAbsolute seems to no longer be turning on Matter bulbs. Non matter devices are turning on with this action though. The command help clearly says "Sets the color to the specified hue. When the color is set on a device that is off, the device powers on, and the OnOffState.state changes to reflect this. " I updated the automations to include a power on step after the color change to workaround the issue but annoyingly the bulbs come on to whatever their color was before the automation ran and do not reflect the color set in the automation step. This is affecting bulbs from 2 different brands. Both are exhibiting identical behavior.

I have also had issues with automations using the assistant.event.OkGoogle starter running from smart speakers, displays, and gemini on phone. The execution log shows it is running but it isn't actually performing device actions. If I start the automation from the home app or the home webpage, it runs fine.

Both these issues have caused a lot of frustration with the automations.
