This is not the experience that we wanted you to have, let me help you out. A few things: is your camera in the Home app or Nest app? Are you signed into the app? Is the Airplane or Do Not Disturb mode turned off or on?
You can check your phone's app permission and make sure it's enabled. Below are the steps to do that.

The doorbell is in the home app. The airplane mode is off and also the do not disturb is off. I am signed in and the notification is toggled on in my phone settings and in the app but still not getting notifications?

After adjusting this setting and you are still not able to get notifications, try to use a different mobile device to further isolate the issue.
