my nest iq wont turn on does it need to be on the mount before it will start up

I think it is only the newer Google Nest cameras and doorbells (released starting in the fall of 2021) that need to be "mounted" to work.
You have most likely followed the instructions outlined here, including pressing and holding your camera's reset button with a paperclip until the light ring starts spinning blue (sometimes it's hard to get the reset button pushed in):
Unfortunately, the only option Google Nest provides for contacting support is this link, where, depending on your location and time, you may get a phone contact option:

Hopefully, your IQ camera hasn't just died.
