AC Compressor is not coming on

I just purchased a Nest Learning thermostat and it is not working. My AC compressor does NOT turn on. Please help! I have read multiple posts and have not seen Google offer a solution to this problem. 

Power levels

battery 3.4 V

Voc 34.10

Vin 21.44V

lin 20mA(I)

I need to clarify my earlier post. The AC compressor turns on initially for 30 seconds and then turns off completely. I switched the G & Y wires and the same thing happens.

Please help us with a photo of how the thermostat wires are connected to the thermostat base. Also, check your air filter, as a clogged filter might cause a similar symptom. If the air filter is dirty and needs to be changed, replace the filter and let us know if the same thing continues after you change the filter. Refer to the Air Filters and Filter Reminders article for more details.
