Air conditioning fan randomly turns on and off

When outside temperature is below about 10°F my A/C-only fans turns on, runs about 45 seconds, and turns off every 15 minutes, or so.  Because I have hot water baseboard heating this Nest is only connected to the air conditioner.  In the winter I remove power to the outside unit.  I have two other Nest thermostats that control my heating zones.
