Alternative heat trigger lower that 10

Why is 10 the lowest you can choose for the alternative heat to come on with a heat pump setup? I have a heat pump that heats down to negative degrees F and oil backup heat. Ild like to set it so the oil is used if the temperature gets down to 0 or -5. But currently the lowest I can choose is 10 or Never.
