Fan won't stop

My fan won't stop after selecting stop.  What could be causing this issue?  It's an intermittent issue.

@DAR , most HVAC system have integrated control boards that work independently of the thermostat for certain functions.  For Heating, the blower fan continues to run after the thermostat is satisfied and terminates the internal connection between R and W.  This typically continues to run for a few minutes.  The same is true for some cooling systems as well.
