G4cvz thermostat won't connect to Bluetooth for setup

Using the Home app, thermostat will not connect via Bluetooth for setup.  I have made numerous attempts and still the thermostat will not even show up on the app to pair.

Phone has been rebooted, Bluetooth toggled on/off.  Thermostat batteries have been tested ( OK) and even tried a fresh pair. App will not recognize phone or even show up on pairing mode. I have used 4 different devices.

3 Android and 1 Apple device.  App has been deleted and reinstalled several times.

When batteries are installed, G logo appears and notice to continue on Home app for setup is displayed.  App will search for device and thermostat doesn't come up. App asks to scan QR code. When code is scanned, app displays "unsupported QR code" also asks for a 11 or 21 digit pairing code. There is no numbers on the Nest that match requirements.

Any Bluetooth device connected to phone was disconnected when attempting to pair.

Even using 2 finger tap on right side of thermostat won't open up menu.

This is a new thermostat setup. Brand new out of the box from National Grid marketplace
