How to get "Starter" that uses high external temp as trigger?

I am trying to "start" an automation based on high (or low) external temperatures.  I am using Google Home to manage the Nest thermostats in my house.   I know that bouncing around with a house temp is frowned on.  Even so, I have been running a manual "automation" where I start heating 1 hour before the daily high external temp at my zip code and run until the inside thermostat hits a predetermined set point.  How do I get a "start" for automation based on varying daily high temperature for the zip code entered in my Google Home profile?
