Indoor temperature different than programmed

Hello, can someone explain to me why the indoor temp is higher than the temperature thermostat is set at? 

To give you a little bit more background information, we live in Michigan and the electricity was out for 24 hours so we heated the house back up to 60° and everything was fine and then we decided to move it up to 70° and now the temperatures are not consistent.
