Long time taken to reduce temperate

Hi the thermostat says the temperature is 24.5 degrees but we have set the desired temperature to 21 degrees. I would have expected this to turn the radiators off so the temperature comes down and only use them once 21 degrees reached to maintain that temperate. Regardless of what I do the temperature seems to be 24.5 with the radiators pushing out heat still.
