Nest 3rd gen troubleshoot

I have a nest thermostat installed about a year ago and I have a trane single stage cooling,  2 stage heating with variable speed fan. The problem i have is that the fan always runs at low speed even when the compressor is on, to cool 5 degrees it takes several hours since on the second floor the cold air is barely getting there.  With my old trane thermostat when set in circulation mode it will blow at low speed and when it called for cooling or heating the fan speed will ramp up
