How long has the thermostat been installed?
Is the display seated correctly on the base?
How often do you experience the issue?
What is the color of the Heat Link LED?
What does the Nest thermostat display show?
Have you had any power cuts recently?
Have you had any work done on your electrical or heating systems recently?
Have you recently moved the display or Heat Link?
How many thermostats are in the setup?
How many zones are affected by the error?

a new thermostat just installed. The set up with the app was fine and indicated everything was working. When you call for heat it works and turns the boiler on. The issue is when the thermostat is not calling for heat, the boiler is rapidly turning on and off.

Thanks for the details. Could you tell me please when did the situation start occurring first and when was the thermostat installed? Could you also send a photo with the Heat Link wiring to make sure everything is fine there?
