Running equipment system check for cooling.
Nest cycles through "To protect your thermostat will start the test in 2 min." repeatedly.
Fan blows air in house, but compressor outside never starts. Nest then cycles through same message.
Turned AC and furnace breakers off and on.
Any suggestions? Thanks for any help.

@Rich61 , the Nest Thermostat operating system will not allow a heat pump to cycle from heating to cooling or back and forth to protect the compressor.
If you turn the breakers off, your nest will use its internal battery. Turn your HVAC system breakers back on. Go to your Nest thermostat and enter SETTINGS, rotate and select EQUIPMENT , select CONTINUE, and select TEST, next select COOLING. Your blower fan will turn on, as should your outdoor condenser compressor turn on. Wait about five minutes and make sure that the air is coming out cold.
Once you confirm that the air is working, that is the cooling is working, select done. Then select Continue and Done.
