Nest Issue - Stage 1 Does Not Blow Heat (only ambient air) Stage 2 Blows Hot Air

My Nest theromstat is set up for multistage heating although I'm not sure my Laars Endurance Combi-Boiler has that feature. Wires are connected to both the Stage W1 Heat and the Stage W2 (Aux) inputs (however the wires connected to each of these are the same color (white or cream). 

 

Since we've moved in when the heat comes on we get cool/ambient air out of the vents during stage 1, however, I noticed recently that once the heater gets to Zone 2 (usually because the aparment has cooled a bit since stage 1 came on or because time to temp is taking longer than expected) we get heat pretty right away...how do I fix this?

To better understand how it works, could you please share with us photos of your previous and current thermostat's wiring? Also, I would appreciate it if you could share how it was being wired from your HVAC system's control board.
