Nest Learning Thermostat Vin reading at 24V

I recently installed a new Nest Learning Thermostat (3rd Gen).

I want to check if the Vin reading at 24V is normal since the range is 29-42V according to https://support.google.com/googlenest/answer/9241211?hl=en#zippy=%2Cequipment%2Cpower

The battery status shows:

  • Battery: 3.82V
  • Voc: 37V
  • Vin: 24V
  • lin: 20 mA

My wiring includes G (fan), W1 (heat), and Rh (power), no c-wire.
