Nest thermostat won't increase temp to desired setting

Hello. When I set the desired furnace temperature on my Nest thermostat 3rd gen to let's say 70, the room temp on the thermostat never gets above 65 or 66.  I have repeatedly gone through every setting on the thermostat and the app, disabling every option like eco and scheduling. Have also reset the thermostat. I am convinced the problem is not the furnace as I can crank the setting to 75 and the room temp will rise to 70 or so. How can I get the room temp on the thermostat to rise to the chosen temp? About to call a tech. Thanks.

I have some questions that will help to isolate the issue: 

1. Could you check the battery levels on your thermostat? 
2. When was the last time that you did maintenance on your HVAC system? 
3. Have you tried another troubleshooting step like a factory reset?
