No cool air with Nest Thermostat

Hi,

I'm having an issue where the nest appears to only blow room / warm temperature air during cooling mode. Here's what I've observed:

1. No issues with old thermostat that had batteries

2. Fan only when in cooling mode

3. Heating works fine. When switching from O -> B in the settings, heat blows when in cooling mode. 

Any help would be appreciated. 

Here is the wiring. System is heat pump.

Old:

Green Wire is (G)

White wire is (O)

Blue wire is (Y) jumper to (W)

Red wire is (Rh) jumper to (Rc)

New:

Green Wire is (G)

White wire is (O/B)

Blue wire is (Y1)

Red wire is (Rh)
