No hot water unless heating is on

We have a 3rd Gen nest and it’s been installed for about 3 years now. Weve had no issues at all however it appears that we can’t have hot water without having the heating on. 
In the winter this hasn’t been an issue, but now it’s getting warmer we want to leave the heating off and just let the hot water heat up for a couple of hours a day. 
If we leave the heating off we end up running out of hot water. Our system has a large water tank. 
To get hot water we have to have the heating set to “on” on the thermostat and the hot water set to on too.

Is this likely to be a NEST thing or a boiler thing. I’ve seen articles about diverter valves set in the wrong place but this seems to be for combo boilers only. Any help is greatly appreciated

Sadly can’t help but we have this issue too. Hopefully someone will be able to help!
