Only 1 stage of heating working

I just replaced our 30 yr old system with a brand new 2 stage heating, 2 stage cooling gas pack. We installed a new Nest Learning Thermostat at the same time.

During the test mode, when testing heating (stage 1), it turns the fan on but only blows cold air. When testing stage 2, it blows hot air as it should.

I've called Google 5 times and had 5 people walk me through various scenarios. One person had me swap the Green fan wire with white W1 (stage 1 heating) wire. Sure enough when I tested the "Fan" stage, it started blowing warm air, meaning it turned on Stage 1. So that person felt the base unit for the nest was bad. 

So I just went and purchased a replacement unit, installed it, and its the exact same issue all over again. I called Google again, this time support had me pull the W2 (heating stage 2 wire). With this wire not connected, the test on Stage 1 worked fine. His recommendation was to leave the W2 wire unplugged and just use the system with 1 stage heating. 

After spending $$$$$ on a brand new 2 stage system and then a brand new Nest Learning thermostat, I'm not going to just make do with 1 stage. So, I'm just hoping someone else has some great ideas. Any insight would be greatly appreciated.

OH, and the original installers of the new heating system came by today and checked all wires on the end of the gas pack and bypassed the thermostat to check the entire system and it's working as it should.

The Nest Learning is the only model that can do 2 stage heating and 2 stage cooling.

Possibly the new furnace has some tiny dip switches on the main board that have to be set a certain way to make it work properly.

Do you have the manual for the new furnace?

Usually they list thermostat wiring info and a list of Notes about different settings on the furnace.

Sorry for not responding. Yes I saw it and did look at the manual. There is a dip switch and it comes from the factory with the correct settings to run 2 stage, so it should be good.

I finally pulled the Nest and replaced it with a Honeywell Smart Wifi Color thermostat. Hooked it up exactly the same way as the Nest was (same wires to same locations). And it worked perfectly for all stages, as it should. So, I'm thinking it's a software issue with the Nest, I could be wrong, but that's what I suspect. Especially after reading similar comments from other folks on here.

I'm just really hope it gets sorted, as I would much rather use the Nest, I just appreciate it's setup much better, not to mention the looks.
