Is the outside temperature determined by the thermostat or an app or is there a sensor in the HVAC unit?

The outside temp is not from the thermostat. They use local temperature data that Google determines from local weather source in your area.

Then why is the outside temperature in the Nest app always different than the Google app temperature? Is there some sort of a delay or is there a sensor in the HVAC unit?

Not sure but I will check on this.
I know some users here have complained about the temperature being wayyy off for some locations.
I'll check with our support team and see if there more info I can find out...

Thanks for escalating this thread, @JillG.
@DAR, I appreciate you bringing this to our attention. In addition to what was mentioned, if your home's location is incorrect, your thermostat might not show the correct weather. Please check your home location using both the Nest app and your thermostat to make sure they both have the correct information.
In the Nest app:
On the Nest Thermostat:
If no weather information is available for your home’s location or an incorrect forecast appears, visit https://goo.gle/34fQwaP for support.

I've come to the conclusion that one of the apps isn't updating properly or fast enough so that's why I'm getting different readings at times.
