Tankless water system - control radiant heat zones

We have a tankless water system that also provides radiant heat with two zones.

One zone controls the radiant heat for a lower room and the primary living area a floor above the lower room. The thermostat is located in the lower level room. I’ll call this the Primary. Currently controlled by a Nest Learning Thermostat. 

The other zone - I’ll call secondary - directly above the lower room and adjacent to the main living area provides radiant heat for the dining room only. Which is also where the thermostat is located. Currently this is controlled by an ole school thermostat. 

We need to determine, if there would be a solution via Nest, either as a sensor for the living area, or some form of master/secondary setup with another Nest thermostat so we have one device to direct/control the temperature settings for all zones. 
Any advice would be appreciated.
