Thermostat Heating Instead of Cooling and Vice Versa

The system (learning thermostat) is heating instead of cooling and vice versa. I'm pretty sure the wiring is correct. I even went as far as to swap the cooling and heat wires. That still did not solve the issue.  Has anyone experienced this issue and if so how did u resolve it. 

I have Y1 (yellow), G (fan), W1 (heat) Blue (24V common), RH(power). Do I need a jumper for RC to make this work?

Ok. I just read that the RC and RH are internally jumpered. So that's not the issue. Still looking to resolve this issue.
