Water is only being heated when the boost option is chosen or when the central heating is on at the same time as the hot water schedule.
A heating engineer has checked the other parts of the system and has found no faults. He therefore believes it is a problem with the nest thermostat.
What should I do?

Why have you advised that action when I stated in my original post that a heating engineer has already checked the other components of the system? Why?

Did you try the above steps? There are a series of options to check about the schedule of the thermostat.
