I am having the same problem as this forum. I've held down the button to factory reset over 10 times and can't get pass the solid white light after it goes from pulsing yellow to solid yellow to solid white. I still see my old network from my old apartment when I look at the network settings on my laptop. I want to set this up with a new setup.

I've escalated the thread.
Just to be sure: You are following instructions to the point? For instance, one are not to hold the factory reset button while plugging in power anymore. See:
You'll also have to delete the existing network from your Google Home home yourself, it will not be removed automagically once you manage to factory reset the Nest Wifi units using the physical button.
