Yes, I know the speed will vary depending on 4G LTE signal but my problem is this: The devices I have connected to the Google WIFI mesh test differently then when running the test through the Google Home app directly from the router. For instance, I run the speed test from the Home App, I get 48Mbps up, 13Mbps down. Then run the test from a laptop connected to the router and I get 0.47 Mbps up and 0.08 Mbps down. I just dont understand why the speeds would be so drastically different.

Have you put the Netgear M1 in bridge mode? Could be a double NAT related issue. Both the Netgear and Nest Wifi will probably do QoS too, better cut that down to one box only.

Well I was able to get the M1 in bridge mode and everything works the same... still very slow speeds on connected devices. Sometimes restarting the M1 fixes it for several days but this time it is not.

Alright. There's no settings available to us when it comes to QoS on Nest Wifi. The built in automatic fq_codel QoS mechanism probably does not adjust very well to variable bandwidth.
I'd give Nest Wifi a day or two after you put the modem in bridge mode, to see if it adjusts. Else, get some other router than Nest Wifi where you can control or disable QoS all together.

Yes the issue is still there. The speeds at the M1/MR1100 (used as modem) are normal but devices connected to the Google Wifi get about 1% of the speed. I have the M1 in IP passthrough mode and the Wifi on it is off.

I tried your suggestions and get the same result. Speed test on Google Home app get 50Mbps, speed test on connected device (ie. smart tv, laptop) gets 3.8Mbps.
