Nest WiFi refuses to factory reset

We lost all connection to the internet yesterday. After several resets of the Fiber modem it seemed the problem was caused by another unit in the network. Disconnecting all network units from modem and factory reset of the modem gave me internet connection back. After several attempts to connect the Nest Wifi router back in the modem it was clear that it did not work properly resulting in factory reset. Several attempts is done and here is the problem. No matter what I do it will not get ready for setup after factory reset. After 10-15 minutes the LED status go back to solid white and it indicates I am online and good to go. However, I cannot find it in the Google home app and it does not provide any WiFi service. 
When doing the factory reset it will start blinking yellow for 10-12 seconds while holding the reset button, then it shifts to solid yellow and stays solid yellow for 5-10 minutes. Then it blinks white one time and shift to solid white. I was expecting a pulsating white light indicating it is ready for setup, but no.

I also found someone resetting by unplugging power, hold the reset button and reconnect the power. Also seems to do the factory reset but same result. Also tried to leave it without power for some hours and tried again. Same result.

Any ideas or is it defective?

Any other way to reset it I should try?

It is the exact same issue as this post explains. Unfortunately it seems the solution is a secret kept away from the public.
